Challenge

How do you modernise a £750 million international health service spanning multiple European countries?

The European Health Insurance service required a complete redesign to meet digital-first goals and improve service delivery across borders. The program had to integrate policy, technology, and multi-government collaboration while strengthening citizen access to care abroad.

Leading a small team of consultants, Hannah led a large-scale Discovery to examine how the service worked — from people and processes to policy, platforms, and data.

“We looked at what wasn’t working, engaged with health departments across Europe, and developed options to make the service fairer, faster, and more efficient.” Hannah represented the UK at four European forums to co-design a better approach with other member states.

The result? A clear Blueprint for Change and a practical Roadmap to improve the service, save money, and strengthen collaboration domestically and across borders.
