Challenge

How do you make a national insurance scheme more efficient, scalable, and fair?

As the NDIS expanded toward full implementation, the NDIA needed to better understand how workforce data, systems, and structure were supporting delivery. The NDIA, serving over 460,000 Australians with disability, needed to improve both its workforce capacity [size] and capability [skill]. The goal: build an agency that could scale with growing demand while staying responsive to individual needs.

Approach

Hannah developed a national Discovery to investigate the factors affecting workforce performance. This included:

  • Comparing actuarial forecasts with real-world staffing data

  • Analysing recruitment, retention, onboarding, and workforce systems

  • Assessing the role of technology in enabling remote and mobile staff

The work focused on systemic clarity, future-ready operations, and equity in access.

Expected Results & Impact

  • Mapped key gaps in workforce modelling and data integrity

  • Identified regional resourcing shortfalls of up to 20%

  • Highlighted opportunities to improve onboarding, retention, and staff capability

This project laid critical foundations for ongoing resourcing in one of Australia’s most complex federal programs.
