Challenge

How do you safely reintroduce birthing services in one of Queensland’s most remote communities?

Covering over 24,000 residents across remote Cape York, Torres and Cape HHS faced critical challenges in delivering maternity care to isolated populations. The goal was to implement a Midwifery Group Practice (MGP) model and a functional birthing service at Weipa Integrated Health Service. Still, the program was off-track and under pressure to deliver.

Approach

As Program Manager, I was engaged in stabilising and realigning this high-profile initiative rapidly.

  • Rebuilt program governance, timelines, and risk frameworks from the ground up

  • Directed and coached teams across clinical, operational, and infrastructure streams

  • Developed a time-critical project plan to ensure safe commencement of birthing services

  • Prioritised First Nations stakeholder engagement and cultural safety

By embedding cultural understanding into clinical delivery and program management, I ensured the approach wasn’t just technically sound, but community-informed.

 Results & Impact

  • Delivered a comprehensive discovery report with 15 strategic recommendations

  • Positioned the health service to secure future government investment

  • Advocated for safe, culturally grounded birthing services in the Western Cape

This work created a clear and credible pathway to reinstate local birthing, improving access to essential care for one of the most underserved regions in Australia.
